NEW YORK BYE LAWS 2009
GENERAL RULES
1. LADIES GAELIC FOOTBALL TO BE PLAYED IN ACCORDANCE WITH THE LADIES GAELIC FOOTBALL ASSOCIATION RULES AND REGULATIONS AS APPROVED BY THE ANNUAL CONVENTION IN NEW YORK AND IRELAND . REF. RULE #107 & 140 .
RULE #107: RULES MAY BE SUPPLEMENTED BY BYE-LAWS, PROVIDED SUCH BYE-LAWS DO NOT CONFLICT WITH THE RULES OF THE ASSOCIATION.
Rule #140: COUNTY CONVENTION SHALL HAVE THE RIGHT TO MAKE BYE LAWS As THEY DEEM NECESSARY FOR THE BETTERMENT OF THE ASSOCIATION. SUCH BYE LAWS SHALL NOT BECOME OPERATIVE UNTIL APPROVED BY CENTRAL COUNCIL. THE BYE LAWS SHALL NOT CONFLICT WITH THOSE OF THE OFFICIAL GUIDE.
2. ALL COUNTY BOARD MEETINGS WILL BE HELD AT A VENUE DESIGNATED BY THE EXECUTIVE COMMITTEE.
3. REFEREES WILL BE PAID $25 BY EACH TEAM - TO BE PAID TO THE OFFICER OF THE DAY, WHEREBY THE REFEREE WILL BE PAID UPON RECEIPT OF A COMPLETED REFEREE'S REPORT.
4. ALL REFEREES OFFICIATING IN NEW YORK COUNTY BOARD FIXTURES MUST HAVE COMPLETED REFEREE TRAINING SEMINAR WHICH WILL BE HELD BEFORE THE BEGINNING OF THE SEASON.
5. A STAND-BY REFEREE WILL BE APPOINTED FOR SEMI-FINALS & FINALS WITH THE COUNTY BOARD COVERING THE COST OF THIS REFEREE.
6. IF A TEAM HAS A COMPLAINT ABOUT A REFEREE THEY MUST PRESENT IT IN WRITING AT THE NEXT COUNTY BOARD MEETING.
7. EACH TEAM MUST SUBMIT A PERSON FOR OFFICER OF THE DAY. THIS MAY OR MAY NOT BE THE SAME PERSON EACH TIME.
8. FAILURE TO PERFORM “OFFICER OF THE DAY DUTIES” WILL RESULT IN OFFENDING CLUBS BEING FINED $500.
9. DUPLICATE LIST OF PLAYERS GIVING FULL NAME MUST BE GIVEN TO THE REFEREE BEFORE THE COMMENCEMENT OF THE GAME ON OFFICIAL BOOKS.

RULE #363: DUPLICATE LIST OF PLAYERS GIVING FULL CHRISTIAN NAMES, AND IN THE CASE OF INTER-COUNTY GAMES , CLUBS TO WHICH THEY BELONG, MUST BE GIVEN TO THE REFEREE BEFORE THE COMMENCEMENT OF THE GAME IN ALL OFFICIAL GAMES. WHERE MORE THAN FIFTEEN NAMES APPEAR ON SUCH LISTS, UNLESS OTHERWISE CLEARLY INDICATED, THE FIRST 15 SHALL BE TAKEN AS CONSTITUTING THE ACTUAL TEAM.
RULE #364: FAILURE TO FURNISH THE TEAM LIST SHALL ENTAIL LOSS OF THE GAME, WHICH SHALL BE AWARDED TO THE OPPOSING TEAM. THE SAME PENALTY SHALL APPLY WHERE A PLAYER WHOSE NAME IS NOT INCLUDED IN THE TEAM LIST AND THE LIST HAS BEEN SUPPLIED TO THE REFEREE. THERE IS NO ONUS ON THE REFEREE TO SEEK THE LIST FROM EITHER TEAM.
10. THE NEW YORK COUNTY BOARD COMMITTEE PRESIDENT AND VICE PRESIDENT SHALL BE NAMED CHAIRPERSON AND VICE CHAIRPERSON IN LINE WITH CUMANN PEIL GAEL NA mBAN GUIDELINES.
11. TERRY CONNAUGHTON TO BE NAMED “LIFETIME PRESIDENT” OF CUMANN PEIL GAEL NA mBAN NUA EABHRAC.
12. CLUBS / INDIVIDUALS WHO BOOK A TABLE AT THE ANNUAL DINNER DANCE SHOULD PAY UNLESS CANCELLED TWO DAYS BEFORE THE DATE. A CHECK TO BE SENT IN BY EACH CLUB.
13. CUMANN PEIL GAEL NA mBAN NUA EABHRAC WILL NOT BE HELD RESPONSIBLE FOR ANY PLAYER WHO CHOOSES TO PLAY WITHOUT INSURANCE (COUNTY BOARD MEETING ( 03/28/00 ).
14. THE EXECUTIVE COMMITTEE OF THE COUNTY BOARD WILL HAVE POWER TO INVITE INDIVIDUALS TO REFEREE IN OUR COMPETITIONS.
15. ALL CLUBS MUST PARTICIPATE IN COUNTY FUNDRAISING EFFORTS TO A LEVEL PRESCRIBED BY THE COUNTY BOARD . THE ASSISTANT TREASURER WILL CHAIR THE FUNDRAISING COMMITTEE.
16. MANAGERS AND SELECTORS OF THE NEW YORK COUNTY TEAM WILL INVITE ALL PLAYERS WHOM THEY DEEM ELIGIBLE TO PLAY FOR THE COUNTY PANEL .
17. REFEREES MUST STRICTLY ENFORCE ALL PLAYING RULES AND TAKE WHATEVER ACTION THEY DEEM NECESSARY.
18. REFEREES MUST USE YELLOW & RED CARD SYSTEM FOR ALL GAMES.
19. UMPIRES AND LINESPERSONS MUST REPORT TO THE REFEREE ANY INFRACTIONS OF THE RULES.
20. A PLAYER WHO IS BLEEDING, HAS BLOOD ON HER BODY OR PLAYING ATTIRE, AS A RESULT OF AN INJURY SUSTAINED DURING PLAY, SHALL, ON THE INSTRUCTION OF THE REFEREE, IMMEDIATLEY LEAVE THE FIELD OF PLAY TO RECEIVE MEDICAL ATTENTION. SHE SHALL NOT RETURN TO THE FIELD OF PLAY UNTIL THE BLEEDING HAS STOPPED, ALL BLOOD CLEANED OFF AND THE BLOOD- STAINED ATTIRE CLEANED OR REPLACED. THE INJURED AREA SHOULD BE COVERED WHERE POSSIBELE.
THE INJURED PLAYER MAY BE REPLACED BY A BLOOD SUBSTITUTE WHO SHALL NOTIFY THE REFEREE, IN WRITING, THAT SHE IS A BLOOD SUBSTITUTE. THE BLOOD SUBSTITUTE SHALL NOT COUNT AS A SUBSTITUTE ALLOWED UNDER THE NORMAL SUBSTITUTION RULES, IF AND WHEN THE INJURED PLAYER RETURNS TO THE FIELD, AS A DIRECT REPLACEMENT FOR THE PLAYER WHO REPLACED HER.
WHERE THE INJURED PLAYER RETURNS TO THE FIELD OF PLAY AS A REPLACEMENT FOR ANY OTHER PLAYER, APART FROM THE BLOOD SUBSTITUTE THAT DIRECTLY REPLACED HER, HER TEAM SHALL BE DEEMED TO HAVE USED A NORMAL SUBSTITUTION.
WHERE A BLOOD SUBSTITUTE IS SENT OFF, HER TEAM SHALL SUBSTITUTE ANOTHER PLAYER IF THEY WISH TO BRING THE ORIGINAL PLAYER BACK ONTO THE FIELD OF PLAY. THIS SHALL NOT COUNT AS A NORMAL SUBSTITUTION.
WHERE A TEAM HAS USED THEIR FULL COMPLIMENT OF NORMAL SUBSTITUTIONS IN EITHER NORMAL OR EXTRA TIME AND A PLAYER SUFFERS A BLOOD INJURY, SHE MAY BE REPLACED BY A BLOOD SUBSTITUTE. WHEN THE PLAYER WHO HAD THE BLOOD INJURY IS READY TO RESUME PLAYING, SHE SHALL PRESENT HERSELF TO THE REFEREE DURING A STOPPAGE IN PLAY. THE REFEREE SHOULD ENSURE THAT THE BLEEDING HAS STOPPED, THE ATTIRE IS REPLACED OR CLEANED AND THAT THE BLOOD SUBSTITUTION HAS LEFT THE FIELD. WHERE THE INJURED PLAYER RESUMES WITH A DIFFERENT NUMBER, THE REFEREE SHOULD NOTE THE NEW NUMBER.
21. CLUBS WHO FAIL TO PROVIDE A LINESPERSON AND TWO (2) UMPIRES FOR THE DURATION OF A GAME WILL BE FINED $500.
22. ALL CLUB INSURANCE FEES MUST BE PAID BY APRIL 1 ST .
23. A DRAFT OF THE PREVIOUS COUNTY BOARD MEETING IS SENT VIA E-MAIL OR FAX TO THE CLUB SECRETARY BY THE NEXT MEETING.
24. ALL NOMINATIONS FOR POSITIONS MUST BE RECEIVED FROM CLUBS ONE MONTH IN ADVANCE OF THE AGM. CLUBS SHALL BE INFORMED TWO (2) WEEKS PRIOR TO THE AGM OF NAMES OF INDIVIDUALS WHO ARE INTERESTED IN RUNNING FOR THE POSITIONS OF OFFICE ON THE COUNTY BOARD . THE AGM SHALL NOT BE HELD ON OR BEFORE JANUARY 15 TH OF EACH YEAR.
25. THE BOARD OF OFFICERS WILL NOMINATE THE GUEST OF HONOR.
26. IT IS THE RESPONSIBILITY OF EACH CLUB THAT ALL THEIR PLAYERS ARE MADE AWARE OF THE RANDOM DRUG TESTING PROCEDURES AND PROHIBITED SUBSTANCES.
27. FOR ANY GIVEN SUNDAY, PRO OF THE CLUB THAT IS OFFICERS OF THE DAY SHALL BE RESPONSIBLE FOR GAMES REPORTS. THEY WILL BE RESPONSIBLE FOR COORDINATING REPORTS WITH COUNTY PRO FOR PAPERS.
28. A DEVELOPMENT SUB-COMMITTEE HEADED BY THE DEVELOPMENT OFFICER SHALL WORK TO CONTINUE PROMOTION AND DEVELOPMENT OF LADIES FOOTBALL AND IMPLEMENTATION OF THE NEW YORK LADIES DEVELOPMENT PLAN.
29. THE COUNTY COMMITTEE SHALL INCLUDE THE POSITION OF CHILDRENS OFFICER. THIS POSITION CARRIES FULL VOTING PRIVILEGES. ( RULE 142 J OF OFFICIAL GUIDE)
30. THE YOUTH BOARD WILL BE A SUB-COMMITTEE OF THE COUNTY BOARD . THE CHAIRPERSON WILL BE ELECTED BY THE YOUTH BOARD AT THE YOUTH CONVENTION WHICH SHOULD BE HELD PRIOR TO THE COUNTY AGM . THE YOUTH BOARD CHAIRPERSON WILL SIT ON THE BOARD OF OFFICERS AND THE YOUTH BOARD WILL HAVE TWO DELEGATES TO THE COUNTY BOARD . THIS POSITION MAY BE HELD BY A CURRENT OFFICER OF THE COUNTY BOARD . THE YOUTH BOARD CHAIRPERSON WILL BE RESPONSIBLE FOR LIASING WITH THE COUNTY COMMITTEE ON ALL MATTERS RELATIVE TO THE YOUTH PROGRAM. THEY WILL BE RESPONSIBLE FOR SETTING UP A YOUTH COMMITTEE WHICH REFLECTS ALL TEAMS IN THE YOUTH BOARD AND WORKING WITH THE COUNTY DEVELOPMENT OFFICER IN ORGANIZING SUMMER CAMPS, TEAM MANAGEMENT AND COACHING AND ALL COMPETITION STRUCTURES
31. DUE TO SPIRALING MEDICAL COSTS AND IN AN EFFORT TO MAINTAIN A LOW INSURANCE PROGRAM, CUMANN PEIL GAEL NA mBAN NUA EABHRAC WILL SET UP AN INJURED PLAYER'S FUND. A SUB-COMMITTEE WILL BE FORMED TO OVERSEE THE FUND. COMMITTEE TO INCLUDE BUT NOT LIMITED TO TREASURER, ASSISTANT TREASURER AND THREE (3) OTHER MEMBERS WITH AT LEAST ONE MEMBER FROM A MEDICAL / NURSING BACKGROUND. THEY WILL OVERSEE MANAGAMENT OF ACCOUNT THAT WILL BE SEPARATE FROM OUR GENERAL ACCOUNTS. THEY WILL OVERSEE CLAIMS GREATER THAN $5,000.
32. EACH CLUB WILL BE RESPONSIBLE FOR PROVIDING AT LEAST ONE REFEREE. TRAINING WILL BE SUPPLIED BY COUNTY BOARD . A FINE AS ASSIGNED BY THE COUNTY BOARD WILL BE GIVEN TO THE CLUB THAT DOES NOT COMPLY. (BOARD OF OFFICERS)
33. THE VICE PERSON OF THE COUNTY BOARD IS ALSO THE CHAIR OF THE SCHEUDLING COMMITTEE
34. ALL SUBCOMMITTEE MUST INFORM THE CHAIRPERSON AND SECRETARY OF THE COUNTY BOARD PRIOR TO ANY SAID MEETING FOR APPROVAL. MINUTES MUST BE PROVIDED TO THE BOARD. (BOARD OF OFFICERS)
35. SET AGE RESTRICTION FOR UNDERAGE TO PLAY AT SENIOR LEVEL- MINIMUM AGE REQUIREMENT – MUST BE IN THEIR 14 TH YEAR, (IF NOT 14, TURN 14 DURING THE YEAR AFTER JANUARY 1 ST OF PLAYING YEAR). (YOUTH BOARD)
RECOMMENDATIONS
1. THE COUNTY BOARD WILL SUPPLY BALLS FOR GAMES.
2. LINES & ROPES WILL BE PUT UP FOR PLAYOFF GAMES.
3. GREEN & WHITE FLAGS TO BE USED BY UMPIRES AT ALL GAMES AND TO BE SUPPLIED BY THE COUNTY BOARD .
4. ASSOCIATION SHOULD PROVIDE BAGS TO HELP TEAMS KEEP THE FIELD CLEAN.
5. ALL OFFICERS / DELEGATES WHO ARE UNABLE TO ATTEND A COUNTY BOARD MEETING TO SEND APOLOGIES BEFOREHAND TO THE CHAIRPERSON OR SECRETARY.
6. NY LADIES GAA MUST BRING A REFEREE FROM IRELAND TO HOLD A REFEREES' SEMINAR FOR THE 2002 SEASON. ALL REFEREES FOR UPCOMING SEASON, EITHER MANAGER OR TRAINER OF EACH CLUB AND AT LEAST FIVE PLAYERS MUST ATTEND THE SEMINAR OVER THE COURSE OF TWO WEEKENDS.
7. A FUNDRAISING COMMITTEE COMPRISING ONE MEMBER FROM EACH CLUB BE APPOINTED AT THE FIRST COUNTY BOARD MEETING OF EACH YEAR.
8. ALL CLUBS WILL PAY $10 EACH WEEK TOWARDS THE COSTS OF CUSTODIAN. ( COUNTY BOARD MEETING 03/14/00 ).
9. THE COUNTY BOARD WILL ADVERTISE TO SEEK A REPORTER TO PROVIDE COVERAGEWILL BE REDUCED TO ONE OR TWO MEMBERS. FOR ALLNEWSPAPERS FOR ALL CUMANN PEIL GAEL NA mBAN NUA EABHRAC GAMES. THE PRO COMMITTEE
10. ALL CLUBS MUST NOMINATE AT LEAST ONE PERSON TO PARTICIPATE IN THE GAELIC-4- GIRLS COACHING PROGRAM. NAME TO BE SUBMITTED TO DEVELOPMENT OFFICER BY MARCH 1 ST .
AWARDS
32 A: “PLAYER OF THE FINALS” FOR THE SEAN FAHERTY CHAMPIONSHIP, ANNIE KEARNEY CUP & PETER CONNAUGHTON CUP WILL RECEIVE EQUAL RECOGNITION AT THE LADIES DINNER DANCE.
B: REFEREE TO PICK A “PLAYER OF THE GAME” FOR EACH TEAM.
C: BEGINNING WITH THE 2004 SEASON, CUMANN PEIL GAEL NA mBan NUA EABHRAC WILL CHOOSE AN ALL-STAR SELECTION WHICH WILL BE SELECTED FROM HOME BASED PLAYERS ONLY. ALL NOMINEES MUST HAVE PLAYED 65% OF THEIR CLUB GAMES WITH SPECIAL CONSIDERATION FOR COLLEGE PLAYERS AND INJURED PLAYERS. ALL PLAYERS MUST HAVE PLAYED 60% OF THEIR GAMES IN THEIR NOMINATED POSITIONS. PLAYERS WHO RECEIVED A STRAIGHT RED CARD ARE NOT ELIGIBLE FOR SELECTION.THE TEAM WILL BE SELECTED FROM 2 NOMINATIONS FOR GOALKEEPER, 12 NOMINATIONS FOR BACKS, 4 NOMINATIONS FOR MIDFIELD & 12 NOMINATIONS FOR FORWARDS.
D: PLAYERS OF THE YEAR, MVP OF FINALS, PLAYER OF THE MONTH AND NEW YORK LADIES ALL-STAR TEAM TO BE PICKED BY A COMMITTEE CONSISTING OF:
(a) ONE REGISTERED, NON-PLAYING REPRESENTATIVE FROM EACH CLUB.
(b) A COMMITTEE CONSISTING OF ALL REFEREES WHO OFFICIATE IN GAMES WILL SUBMIT ONE NOMINATION FOR EACH OF THE ABOVE AWARDS. THIS COMMITTEE WILL BE COORDINATED BY THE GAMES COORDINATOR. THE COUNTY CHAIRPERSON WILL HOLD THE CASTING VOTE.
E: PLAYER OF THE YEAR TO BE ANNOUNCED PRIOR TO DINNER DANCE.
F: ONLY CUPS TO BE PRESENTED AT THE ANNUAL DINNER DANCE.
G: ALL CUPS TO BE RETURNED AT LEAST ONE WEEK BEFORE FINALS AND TWO WEEKS BEFORE DINNER DANCE, TO ALLOW FOR CLEANING AND ENGRAVING.
H: BOARD TO PURCHASE ALL PRESENTATIONS (EXCEPT THE SPONSORED CUPS) WHICH INCLUDES SEAN FAHERTY WINNERS & RUNNER-UP MEDALS, PETER CONNAUGHTON CUP WINNERS & RUNNER-UP MEDALS, LOUIS O'HEHIR CUP T-SHIRTS (WINNER ONLY), MATTIE FARRELLY CUP 7-A-SIDE WINNERS & RUNNER-UP TROPHIES AND BARRY FITZGERALD CUP WINNERS & RUNNER-UP TROPHIES.
I: THE COUNTY BOARD WILL PURCHASE 25 MEDALS. ANY ADDITIONAL MEDALS REQUESTED BY A CLUB WILL BE THE RESPONSIBILITY OF THE INDIVIDUAL CLUB.
33. THERE SHOULD BE A YOUTH ALL-STAR TEAM FOR PLAYERS UNDER 18. QUALIFYING REGULATIONS AND SELECTION OF THE YOUTH ALL-STARS WILL BE THE RESPONSIBILITY OF THE YOUTH BOARD.
34. YOUNG PLAYER OF THE YEAR TO BE CHOSEN FROM ALL ELIGIBLE U-18 PLAYERS PLAYING SENIOR FOOTBALL
35. IT IS THE RESPONSIBILITY OF CLUBS WHO ARE AWARDED CUPS TO RETURN THESE CUPS UNDAMAGED. REPAIR OF ANY DAMAGE INCURRED WILL BE THE RESPONSIBILITY OF THE CLUB.
RECOMMENDATIONS:
1. THE NEW YORK COUNTY BOARD TO PURCHASE NEW JOHN DUNICAN MEMORIAL CUP.
2. SPEECHES TO BE NO LONGER THAN 15 MINUTES AT ANNUAL DINNER DANCE.
AFFILIATION
36. AFFILIATION OF $100 MUST BE PAID TO THE COUNTY BOARD EACH YEAR BY THE ANNUAL GENERAL MEETING. TEAMS SHALL NOT COMPETE IN OFFICIAL COMPETITIONS UNTIL SUCH AFFILIATION FEE HAS BEEN PAID.
VOTING PROCEDURES
37. THE ONLY PERSON TO BE ELECTED TO OFFICERSHIP AT THE ANNUAL GENERAL MEETING MUST HAVE BEEN A CLUB MEMBER DURING THE PRECEDING YEAR OR AN OFFICER OF THE COUNTY BOARD COMMITTEE.
38. THOSE ENTITLED TO VOTE AT THE COUNTY CONVENTION SHALL BE THE OUTGOING OFFICERS TOGETHER WITH ANY TWO DELEGATES FROM EACH REGISTERED CLUB AND TWO DELEGATES FROM THE YOUTH BOARD
39. ANY OFFICER WHO MISSES THREE COUNTY BOARD MEETINGS WILL BE REPLACED, APART FROM EXTENUATING CIRCUMSTANCES.
REGISTRATION
40. ALL CHECKS MUST BE MADE PAYABLE TO “Cumann Peil Gael na mBan Nua Eabhrac”.
41A: TEAMS MUST REGISTER TO THE COUNTY BOARD BY MARCH 1 ST EACH YEAR ON OFFICIAL REGISTRATION FORMS ALONG WITH $20 FOR EACH PLAYER.
REGISTRATION IS ONLY VALID WHEN ACCOMPANIED BY CHECK. CLUB REGISTRATION WILL BE POSTED ON THE NEW YORK LADIES WEBSITE FOR REVIEW. NAMES ONLY WILL BE DISPLAYED BUT ADDRESSES WILL BE ON FILE WITH THE COUNTY REGISTRAR .
B: A PLAYER'S REGISTRATION IS VALID ONLY WHEN RECEIVED BY THE
REGISTRAR OF PROVINCIAL & CENTRAL COUNCIL. PROOF OF POSTING OR A
POSTMARK DATED PRIOR TO THE DATE OF THE GAME IS NOT DEEMED PROOF OF REGISTRATION. (REF. RULE 65) .
ALL REGISTRATION TO BE HANDED IN ONE WEEK PRIOR TO PLAYER'S FIRST GAME. ALL REGISTRATION TO BE PAID BY CHECK ONLY
C: ALL NEW TRANSFERS AND FIRST TIME REGISTRANTS MUST REGISTER IN PERSON ON MARCH 1 ST .
42. TEAMS MUST HAVE A MINIMUM OF ELEVEN (11) PLAYING MEMBERS TO REGISTER, BUT THERE IS NO MAXIMUM. (REF. RULE #94).
43. ALL OFFICERS OF THE COUNTY BOARD COMMITTEE MUST BE REGISTERED MEMBERS OF AFFILIATED CLUBS. (REF. RULE #71).
44. ALL NEW PLAYERS AND SUMMER SANCTIONS OF NEW YORK AFFILIATED CLUBS MUST BE RESIDENT OF THE METROPOLITAN TRISTATE AREA BY JUNE 30 TH .
45. THE DEADLINE FOR NEW PLAYER REGISTRATION IS JUNE 30 TH .
46. ALL PLAYERS WHO REGISTER WITH THE COUNTY BOARD MUST HAVE TWO PASSPORT PHOTOS (SIGNATURE & DATE OF BIRTH ON BACK), ONE FOR THE COUNTY BOARD REGISTRAR AND ONE FOR THEIR CLUB. THIS I.D. MUST BE PRESENTED AND GIVEN TO THE REFEREE BEFORE COMMENCEMENT OF EACH GAME.
47. CLUBS WILL BE RESPOSIBLE FOR FULL INSURANCE COSTS. AN AMOUNT AS ASSIGNED BY THE COUNTY BOARD WILL BE HELD IN TRUST TO COVER ALL FINES AS IMPOSED BY THE COUNTY COMMITTEE IN ACCORDANCE WITH COUNTY BYELAWS E.G) NON PARTICIPATION IN FUNDRAISING. AT THE END OF THE YEAR CLUBS WILL BE REFUNDED THE AMOUNT AS ASSIGNED BY THE COUNTY BOARD LESS FINES.
RECOMMENDATIONS

DISCIPLINARY COMMITTEE
58. A DISCIPLINARY COMMITTEE WILL BE RESPONSIBLE FOR ALL DECISIONS ON RULES, INFRACTIONS OR ISSUES BETWEEN TEAMS. THE DISCIPLINARY COMMITTEE SHOULD BE COMPRISED OF THE VICE CHAIRPERSON AND A REPRESENTATIVE FROM EACH CLUB. AN ALTERNATE NAMED MEMBER MAY REPLACE A PERMANENT TEAM MEMBER. SHOULD AN OCCASION EXIST WHERE A REPRESENTATIVE'S TEAM IS INVOLVED, THE REPRESENTATIVE WILL NOT BE ALLOWED TO VOTE ON THE PARTICULAR MATTER AT HAND. THIS RULE ALSO APPLIES TO THE VICE CHAIRPERSON.
THE SENIOR OFFICER SHALL BE THE VICE CHAIRPERSON OR AN IMPARTIAL EXECUTIVE MEMBER. THE BALLOT SHOULD BE SECRET. ALL DECISIONS MADE BY THE DISCIPLINARY COMMITTEE DO NOT REQUIRE COUNTY BOARD RATIFICATION. ANY APPEALS OF A DISCIPLINARY COMMITTEE DECISION MUST BE MADE TO THE COUNTY BOARD .
YELLOW CARDS RECEIVED IN THE 7-A-SIDE COMPETITION EXCEPT IN THE FINAL NOT TO BE CARRIED OVER TO DISCIPLINARY COMMITTEE.
ANY ISSUES RAISED IN THE REFEREES' REPORT MUST BE DISCUSSED BY THE DISCIPLINARY COMMITTEE PRIOR TO THE NEXT GAME.
ALL DISCIPLINARY COMMITTEE MEMBERS MUST ABSTAIN FROM VOTING ON ANY APPEAL BROUGHT BEFORE THE COUNTY BOARD .
A QUORUM FOR A DISCIPLINARY COMMITTEE MEETING SHALL CONSIST OF NO LESS THAN FOUR MEMBERS.
TEAMS MUST HAVE THEIR DISCIPLINARY COMMITTEE REPRESENTATIVE'S NAME AND ALTERNATES SUBMITTED BY THE FIRST COUNTY BOARD MEETING AFTER MARCH 1 ST .
59. RULE #285: THE DISCIPLINARY COMMITTEE MAY RULE OUT ANY OBJECTION, COUNTER OBJECTION OR APPEAL, IF IN THEIR OPINION SUCH OBJECTION, COUNTER OBJECTION OR APPEAL IS PETTY OR IS IN ANY WAY DETRIMENTAL TO THE BEST INTERESTS OF THE ASSOCIATION. COUNTY COMMITTEE SHOULD DISCOURAGE PETTY OBJECTIONS.
SUSPENSION
60. ANY CLUB CAUGHT PLAYING AN INELIGIBLE PLAYER IN ANY COMPETITION WILL FORFEIT THE GAME AND WILL BE SUSPENDED FROM THAT COMPETITION ONLY AND WILL PAY A $500 FINE.
61. A: A PLAYER WHO HAS BEEN BOOKED THREE TIMES ON A REFEREE'S REPORT WILL AUTOMATICALLY SIT OUT THE NEXT GAME (CUP / CHAMPIONSHIP/ SHIELD). SHE SHALL NOT PLAY UNTIL THE DISCIPLINARY COMMITTEE / COUNTY BOARD RESPONSIBLE FOR DETERMINING HER SUSPENSION HAS CLARIFIED HER POSITION. MANDATORY SUSPENSION OF AT LEAST ONE GAME FOR A PLAYER WITH THREE BOOKINGS (RULE #244 A, B, C & #245).
B: A PLAYER ORDERED OFF THE FIELD BY THE REFEREE SHALL BE AUTOMATICALLY SUSPENDED FOR AT LEAST ONE GAME. THE DISCIPLINARY COMMITTEE / COUNTY BOARD WILL DECIDE ANY FURTHER PENALTIES. SEVEN-A-SIDE, CHALLENGE, TOURNAMENT, BYES & FRIENDLY GAMES ARE NOT CONSIDERED A SIT-OUT GAME WHILE A PLAYER IS UNDER SUSPENSION.
62. ANY INDIVIDUAL WHO DIRECTS VERBAL OR PHYSICAL ABUSE AT THE REFEREE, COUNTY BOARD OFFICIAL OR REGISTERED MEMBER ON OR OFF THE FIELD OF PLAY WILL BE SUBJECT TO SUSPENSION AT THE DISCRETION OF THE COMMITTEE IN CHARGE.
63. ANY MENTOR OR TEAM OFFICIAL NAMED IN A REFEREES REPORT WILL RECEIVE A MINIMUM OF A ONE GAME SUSPENSION AS DETERMINED BY THE DISCIPLINARY COMMITTEE.
64. SIN BIN RULE: WHERE A PLAYER COMMITS A FIRST YELLOW CARD OFFENCE, SHE SHALL HAVE HER NAME TAKEN AND SENT OFF THE FIELD OF PLAY FOR 10 MINUTES PLAYING TIME IN GAMES OF 60 MINUTES AND 5 MINUTES PLAYING TIME IN GAMES OF LESS THAN 60 MINUTES DURATION . THE PLAYER SENT TO THE "SIN BIN" MAY REMAIN WITH HER SUBSTITUTE COLLEAGUES. SHE CAN ONLY RESUME PLAYING AFTER COMPLETING HER 5 OR 10 MINUTES PLAYING TIME BAN, DURING A STOPPAGE IN PLAY AND WITH THE PERMISSION OF THE REFEREE OR A DESIGNATED OFFICIAL IN CONSULTATION WITH THE REFEREE.
IF ON HER RESUMPTION, SHOULD SHE REPEAT ANY OTHER CAUTIONABLE OFFENCE, SHE SHALL BE SHOWN A YELLOW CARD (2nd), FOLLOWED BY A RED CARD AND ORDERED OFF THE FIELD OF PLAY FOR THE REMAINDER OF THE GAME, WHICH SHALL INCLUDE EXTRA TIME WHERE PLAYED.
A PLAYER SENT TO THE "SIN BIN" CANNOT BE REPLACED BY A SUBSTITUTE UNTIL SHE HAS SERVED HER 5 OR 10 MINUTES PLAYING TIME BAN.
WHERE EXTRA TIME OF 10 MINUTES EACH WAY IS PLAYED IN A GAME, A PLAYER SENT TO THE "SIN BIN" FOR A FIRST YELLOW CARD OFFENCE IN NORMAL TIME, CAN BE REPLACED BY A SUBSTITUTE FOR EXTRA TIME. HOWEVER, HER TEAM WILL THEN HAVE BEEN DEEMED TO HAVE USED ONE OF THEIR FIVE SUBSTITUTES ALLOWED FOR EXTRA TIME.
SHOULD A TEAM BRING THE SIN BINNED PLAYER BACK ONTO THE FIELD IN EXTRA TIME, THEY SHALL BE DEEMED TO HAVE USED A SECOND SUBSTITUTE.
WHERE EXTRA TIME IS PLAYED, IT IS NOT DEEMED TO BE A NEW GAME AND PLAYERS SENT TO THE "SIN BIN" DURING EXTRA TIME MUST BE OFF THE FIELD FOR 10 MINUTES PLAYING TIME WHERE THE TOTAL GAME (INCLUDING) EXTRA TIME CONSISTS OF ONE HOUR DURATION OR MORE.
IF THE BLOOD SUBSTITUTE IS SENT OFF FOR A FIRST YELLOW CARD OFFENCE, THE TEAM MANAGEMENT MUST TAKE OFF ANOTHER PLAYER IF THEY WISH TO BRING THE PLAYER WHO HAD PICKED UP THE BLOOD INJURY BACK ONTO THE FIELD OF PLAY BEFORE THE 10 MINUTE PLAYING TIME BAN HAS EXPIRED - THE TEAM HAS TO BE DOWN TO 14 PLAYERS.
WHERE THE BLOOD SUB WAS SENT OFF FOR A YELLOW CARD OFFENCE, AND THE TEAM MANAGEMENT WISH TO BRING HER ON AFTER THE 10 MINUTE PLAYING TIME BAN HAS EXPIRED, THEY SHALL BE DEEMED TO HAVE USED A NORMAL SUBSTITUTE IF THE PLAYER WHO SHE REPLACED HAVING SUFFERED THE BLOOD INJURY HAS ALREADY RESUMED PLAYING.
65. OBJECTIONS AND APPEALS MUST BE LODGED WITH THE SECRETARY OF THE COMMITTEE OR COUNCIL BEING APPEALED TO WITHIN 5 DAYS OF THE MATCH OR DECISION UNDER CHALLENGE. OVERSEAS UNITS OF THE ASSOCIATION SHALL BE ALLOWED 7 DAYS WHEN OBJECTING OR APPEALING TO THE MANAGEMENT COMMITTEE OR CENTRAL COUNCIL.

74. IN THE EVENT OF A RAINOUT, A COMMITTEE MEMBER WILL NOTIFY ALL TEAMS.
75. IN THE UNCERTAINTY OF A FIXTURE, CALL THE CHAIRPERSON OR THE GAMES COORDINATOR OF THE SCHEDULING COMMITTEE FOR AN UPDATE.
76 THERE WILL BE NO GAMES PLAYED ON BANK HOLIDAYS WITH THE EXCEPTION OF THE 7-A-SIDE TO BE PLAYED ON MEMORIAL WEEKEND.
77. GAMES MAY BE RE-SCHEDULED IF AGREED UPON BY BOTH TEAMS INVOLVED AND REPORTED TO THE COUNTY BOARD .
78. ALL CANCELLED GAMES MUST BE PLAYED WITHIN TWO WEEKS AND WILL BE RESCHEDULED BY THE GAMES COORDINATOR.

80. UPON RESCHEDULING A TIME SLOT, THERE MUST BE AT LEAST ONE WEEKS' NOTICE GIVEN TO THE GAMES COORDINATOR & PRO.
81. RUN CHAMPIONSHIP AND CUP GAMES CONCURRENTLY STARTING WITH A CHAMPIONSHIP GAME AND ENDING WITH THE CHAMPIONSHIP FINAL.
82. ONE NIGHT A WEEK TO BE SET ASIDE FOR NEW YORK COUNTY TRAINING .
83. WHEN TWO DIVISIONS, ALL TEAMS WILL BE SEEDED BY THE COUNTY BOARD .
84. THE PETER CONNAUGHTON MEMORIAL CUP TO BE ENTERED INTO THE CHAMPIONSHIP SCHEDULE AS “DIVISION B” WINNERS TROPHY.
85. RAILWAY CUP TO BE RE-STRUCTURED AS FOLLOWS: ULSTER VS CONNAUGHT/MUNSTER/LEINSTER.
86. RAILWAY CUP SHOULD BE PLAYED DURING THE PLAYING SEASON.
87. THE ANNIE KEARNEY CUP FINAL TO BE PLAYED PRIOR TO JULY 4TH HOLIDAY .
88. THE ANNIE KEARNEY CUP COMPETITION TO BE PLAYED AS A 15-A-SIDE COMPETITION .

PLAYING RULES
93. ALL GAMES WILL BE 30 MINUTES PER HALF WITH THE EXCEPTION OF THE SEVEN- A-SIDE TOURNAMENT GAMES.
94. EACH TEAM MUST HAVE 11 PLAYERS TO COMMENCE A MATCH, BUT A MATCH MAY BE CONTINUED OR FINISHED WITH LESS THAN 11 PLAYERS. THE FULL COMPLEMENT OF PLAYERS MAY JOIN DURING THE COURSE OF THE GAME UPON
NOTIFYING THE REFEREE. RULE #359.
95. RULE #369: ONLY FIVE SUBSTITUTES SHALL BE ALLOWED IN PROVINCIAL AND NATIONAL COMPETITIONS. HOWEVER, COUNTIES MAY INCREASE THE NUMBER OF SUBSTITUTES FOR COMPETITIONS WITHIN THEIR OWN COUNTIES.
96. SUBSTITUTION IS UNLIMITED DURING A BREAK IN PLAY AND AT THE REFEREES' DISCRETION.
97. SUMMER PLAYERS CANNOT PLAY IN THE ANNIE KEARNEY CUP COMPETITION.
98. PLAYERS MUST HAVE ACTUALLY PLAYED AT LEAST ONE GAME BEFORE THE PLAY-OFFS (SEMI-FINAL OR FINAL) IN EITHER THE CUP OR THE CHAMPIONSHIP (WHICH DOES NOT MEAN LISTED AS A SUBSTITUTE).
99. A PLAYER WHO IS PREGNANT OR SERIOUSLY INJURED IS EXEMPT FROM THE ONE GAME PLAYOFF RULE PROVIDING SHE HAS BEEN REGISTERED WITH THE COUNTY BOARD THE PREVIOUS YEAR AND MEETS THE PROPER TRANSFER REQUIREMENTS. ANY INJURY MUST BE DOCUMENTED AND APPROVED BY THE COUNTY BOARD .
